ORDER The International Boundary and Water Commission contracted with EISG, Inc. to complete the construction of the rehabilitation of the Progresso Levee within the Lower Rio Grande in Hidalgo and Cameron Counties, Texas. The Commission later terminated the contract for default, and EISG appealed this decision. Through mediation conducted by Board Judge Marian E. Sullivan, the parties settled the case.
