ORDER On May 12, 2016, the Board received from BCI Construction, Inc. a timely-filed notice of appeal concerning its contract, DOLJ109630513, with the Department of Labor (agency). This dispute concerns the agency’s assessment of utility charges and the withholding of final payment. The parties engaged in informal settlement discussions, and entered into a settlement agreement which resolved this appeal (and mutually released all known or unknown claims as of July 18, 2016, while reserving rights to pursue any claims arising after that date).
