ORDER This appeal was filed against the wrong federal agency, the Agency for International Development (USAID), rather than against the agency with whom appellant, Xerox Corporation, had its contract, the Department of Health and Human Services (HHS). In this regard, we note that the claim that is the subject of the appeal in fact had been addressed to an HHS contracting officer. Appellant has filed a request for a voluntary dismissal of the instant appeal, and states that it intends to file a substitute appeal against HHS.
