Terry L. Odom, the purchaser of a vehicle through an auction conducted by the
General Services Administration (agency), filed this appeal seeking to cancel the purchase
contract and to be reimbursed for various expenses. No underlying claim had been presented
to a contracting officer; no sum certain had been identified. The prerequisites to Board
jurisdiction are lacking. The Board has no authority to resolve the case presented, as there
can be no Contract Disputes Act (CDA) litigation without a preceding CDA claim. 41
U.S.C. § 7103(a) (2018); James M. Ellett Construction Co. v. United States, 93 F.3d 1537,
1541-42 (Fed. Cir. 1996); 48 CFR 6101.2(a) (2019) (Rule 2(a)).
