On July 10, 2019, appellant, Walker Development & Trading Group Inc. (Walker), filed a motion pursuant to CBCA Rule 28(a) (48 CFR 6101.28(a)(2018)) asking the full Board to consider the decision that the panel issued on July 3, 2019, and to issue a new decision that is consistent with precedent. On November 14, 2019, Walker again filed a motion pursuant to CBCA Rule 28(a) asking the full Board to consider the panel’s July 3 decision and also the panel’s reconsidered decision issued on November 13, 2019. Based upon a majority vote of the Board’s judges, Walker’s motions for full Board consideration are DENIED.
