On April 17, 2023, Parsons Government Services, Inc. (Parsons) submitted a petition asking the Board to order respondent’s contracting officer to issue a decision within sixty days on the certified claim Parsons submitted on March 1, 2023, in connection with contract no. DE-AC09-02SR22210. Upon receipt of the claim, the contracting officer communicated to Parsons that she would like to extend the time for a response to 180 days to give adequate time for her to review the matter. Later, the contracting officer reduced the time requested to 160 days. On April 27, 2023, the Board held a conference with the parties to discuss the petition and after hearing the parties’ positions, determined that 120 days was an appropriate amount CBCA 7743 2 of time for the contracting officer’s response. See 41 U.S.C. § 7103(f)(2), (4) (2018). If the contracting officer is able to issue a decision sooner than 120 days, she should do so.
