A firm protested an Army contract award for airfield operation and maintenance, contending that the Army: (1) unreasonably determined that the awardee's bid was technically superior to the protester's bid; and (2) improperly based the award on technical merit without regard to price. GAO held that the Army: (1) reasonably determined that the awardee's bid was technically superior to the protester's bid, since the awardee rated higher than the protester on three of five technical evaluation factors; and (2) properly determined that technical merit was more important than price. Accordingly, the protest was denied.
