Highlights
A firm protested a Central Intelligence Agency (CIA) contract award for mail and courier support services, contending that CIA improperly evaluated the bidders': (1) past performance; and (2) proposed costs. GAO held that CIA unreasonably: (1) determined that the bidders' technical proposals were equal; and (2) evaluated the bidders' proposed costs. Accordingly, the protest was sustained, and GAO recommended that CIA: (1) reevaluate the bidders' technical proposals; (2) make award to the bidder that represents the best value to the government; and (3) reimburse the protester for its protest costs.
