Highlights
A firm protested a Centers for Disease Control and Prevention (CDC) solicitation for hepatitis B high risk-adolescent vaccine, contending that: (1) the solicitation improperly provided for a single award; and (2) CDC was statutorily required to make award to every qualified bidder regardless of price. GAO held that CDC was not required to make award to all qualified manufacturers, since the statute gave CDC discretionary authority to refrain from awarding multiple contracts under appropriate circumstances. Accordingly, the protest was denied.
