Highlights
A firm protested the Navy's rejection of its bid for armament handling equipment repair or modification, contending that the Navy unreasonably failed to find it responsible on the basis of new information concerning its personal lines of credit. GAO held that the: (1) Small Business Administration twice declined to issue the protester a certificate of competency, since the protester failed to provide evidence of available outside financing; and (2) Navy reasonably determined that the protester's new financial information was not sufficient to overcome its original nonresponsibility determination. Accordingly, the protest was denied.
