A firm protested a Department of the Army contract award for functional support, contending that the Army failed to properly consider the awardee's lower proposed fringe benefits in determining whether the price proposal reflected a management plan proposal to hire incumbent employees. The GAO found that the source selection authority was aware of the protester's higher fringe benefits and reasonably concluded that the difference was not significant because the awardee's overall proposed compensation, while lower than the protester's, was comparable. Accordingly, the protest was denied.
