GAO found that the Army's exclusion of the protester's proposal from the competitive range was reasonable and consistent with the evaluation criteria announced in the solicitation, and that the exclusion of the proposal based on the evaluation was consistent with the evaluation scheme in the solicitation. Accordingly, the protest was denied.
