BACKGROUND
This procurement seeks an automated installation entry (AIE) solution for military installations. Combined Contracting Officer’s Statement and Memorandum of Law (COS/MOL) at 1; RFP-056, attach. 1, Performance Specifications (Oct. 22, 2014), at 4. The AIE solution is intended to provide a solution consisting of hardware, software, and communications technology that will provide automated real-time vetting of personal credentials for each person who attempts to enter an Army installation. COS/MOL at 1. The AIE solution is intended to provide timely clearance of approved individuals, and to deny access to those identified as a security risk. Id.
